Mobile Telecommunications in Monaco
Unlike most European countries where multiple operators compete for customers, Monaco has a single mobile network operator: Monaco Telecom. This unique market structure means there is no choice of carrier for mobile services within the Principality, though the trade-off is consistently high network quality and comprehensive coverage across every corner of Monaco's two square kilometres.
Monaco Telecom is majority-owned by Xavier Niel (the French entrepreneur behind Free/Iliad) and has invested heavily in network infrastructure. The company provides 4G and 5G coverage throughout the entire Principality, including indoor areas, underground car parks, and the railway tunnel.
Plans and Pricing
Monaco Telecom offers a range of mobile plans to suit different usage levels. Entry-level plans start from approximately 20 euros per month and include a reasonable data allowance, unlimited calls and texts within Monaco and to France. Mid-range plans offering larger data packages (50-100 GB) and additional international calling minutes typically cost between 30 and 50 euros monthly. Premium plans with very large or unlimited data allowances are available at higher price points.
Prepaid SIM cards are also available for those who prefer pay-as-you-go arrangements, though these carry higher per-unit costs for calls and data.
One significant advantage for Monaco residents is that roaming in France is included in most plans at no additional cost. Since many Monaco residents regularly travel to or through France, this effectively extends coverage across the border without extra charges. Although Monaco is not a member of the European Union and is therefore not subject to EU roaming regulations, Monaco Telecom offers roaming across EU countries as a commercial feature included in most plans, allowing customers to use their data and calls at domestic rates when travelling in the EU.
Getting a SIM Card
To obtain a SIM card from Monaco Telecom, you will need to visit one of their retail stores with a valid identity document (passport or national ID card) and proof of address in Monaco. The main store is located at 30 Boulevard des Moulins in the Monte-Carlo commercial district. A second location operates at 9 Rue du Gabian in the Fontvieille area.
Activation is typically completed on the same day. Residents with a Monegasque address will have the smoothest experience. Non-residents and tourists may face some restrictions on plan availability, though prepaid options are generally accessible.
For businesses, Monaco Telecom offers dedicated business accounts with volume discounts, multiple line management, and priority customer support.
5G Coverage
Monaco was one of the first countries in Europe to deploy a 5G network, with coverage launched across the Principality in partnership with Huawei. The 5G network covers virtually all of Monaco and delivers significantly faster download and upload speeds compared to 4G. To access 5G, customers need a compatible handset and a plan that includes 5G access.
Beyond Mobile
Monaco Telecom is also the primary provider of fixed-line broadband, fibre internet, and television services in the Principality. Bundled packages combining mobile, internet, and TV are available and often represent better value than subscribing to each service individually. Home fibre connections offer speeds of up to 1 Gbps or more.
Alternatives for International Calls
While Monaco Telecom is the sole network operator, residents who make frequent international calls beyond France and the EU can reduce costs by using VoIP services such as WhatsApp, Skype, or FaceTime over their data connection or home WiFi. These internet-based calling options are widely used among Monaco's international resident community and provide a cost-effective complement to a standard mobile plan.
