Professional bodies in Monaco: the orders, the FEDEM syndicates and the chamber

The short version

Every regulated profession in Monaco has its own body, created by Monegasque law and independent of the French orders across the border, and every business sector has an employer syndicate federated by the FEDEM. Above them sits the Monaco Economic Board, which plays the part of the chamber of commerce and will take that name before the end of 2026. This page lists them all with sizes and contacts. It replaces an earlier version that described a "Chambre de Commerce, d'Industrie et des Services" with 1,500 members and "100–150 lawyers" — none of which existed.

The three tiers

The chamber: Monaco Economic Board

A private-law association acting as the Government's economic-promotion arm, with more than 630 member organisations, chaired by Michel Dotta, at 2 rue de la Lüjerneta in Fontvieille. It is Monaco's national committee of the International Chamber of Commerce and issues ATA carnets, certificates of origin, EUR.1 forms and legalisations through formalites-export.com. Membership is reserved for Monaco-based businesses: €700 a year Classic, €1,400 Premium. The employers: FEDEM and its 31 syndicates

The Fédération des Entreprises Monégasques was created in 1945 as the Fédération Patronale Monégasque and took its present name by ministerial order on 30 May 2014. It is the employers' social partner — the counterpart to the unions in collective bargaining — and federates 31 syndicates covering about 2,000 companies and 60,000 employees, under president Philippe Ortelli. Under Monegasque law a syndicate groups companies exercising the same or similar professions; a company whose trade has no syndicate can join the FEDEM directly as a non-voting membre correspondant.

The regulated professions

Lawyers — Ordre des Avocats-Défenseurs et Avocats

Governed by Law 1.047 of 28 July 1982, the Order near the Court of Appeal has three grades — avocat-défenseur (the senior grade, alone entitled to represent parties before every court), avocat and avocat-stagiaire — and a Conseil de l'Ordre of three elected officers (Bâtonnier, Syndic-rapporteur, Secrétaire-trésorier) serving one-year terms. The tableau is short: about 36 practitioners in September 2026, of whom roughly 29 avocats-défenseurs. Notaries and bailiffs

Monaco has three notarial études for the whole Principality, under a Sovereign Ordinance of 4 March 1886, and three huissiers. Every property sale, company deed drawn up by authentic act and most successions pass through one of the three notaries — see buying property in Monaco and settling a succession.

Accountants — Ordre des Experts-Comptables de Monaco

The OECM regulates experts-comptables and comptables agréés — a profession of a few dozen firms, most of them in Fontvieille, whose remit in Monaco stretches well beyond bookkeeping into company formation, employment formalities and anti-money-laundering compliance. Health — Ordre des Médecins, Ordre des Chirurgiens-Dentistes, Ordre des Pharmaciens

Doctors, dentists and pharmacists each have a Conseil de l'Ordre. Dentists moved from a Collège to a full Order under Law 1.434 of 8 November 2016. The three tableaux — every practitioner authorised to exercise, by speciality — are published together each January in the Journal de Monaco, which is the authoritative way to check that a practitioner is licensed here. Architects

Architects practising in Monaco are registered with the Ordre des Architectes de Monaco, distinct from the French regional orders; a French registration alone does not permit signing a Monaco building permit.

What "recognition" means in practice

A qualification from France, Italy or elsewhere does not by itself entitle you to practise a regulated profession in Monaco. Each order has its own admission procedure, in most cases coupled with an authorisation from the Government (for liberal professions, via the Direction du Développement Économique — see self-employment in Monaco). Priority rules for Monegasque nationals apply to several professions. Plan months, not weeks, and start with the order concerned.
